RF Safe’s 30,000 Members Demand President Trump Repeal Section 704 to Protect America’s Children and Public Health

Today, RF Safe, a leading advocacy organization with 30,000 members nationwide, marks over a quarter century of assistance and activism since its founding in 1998, issuing an urgent appeal to President Donald J. Trump to repeal Section 704 of the 1996 Telecommunications Act. RF Safe warns that this unconstitutional provision blocks communities from regulating wireless infrastructure based on health concerns, exposing millions—especially children—to potentially hazardous levels of RF radiation.
This is not just about outdated policy—this is about protecting our children from unnecessary risk.
**“My own daughter attends a school that is just 465 feet from a massive cell tower—**a distance that is less than one-third of what real scientific data recommends for safety,” said RF Safe Founder John Coates. “According to internationally recognized reports like the BioInitiative Report, this tower should be at least 1,500 feet away, if not more. Yet because of Section 704, I have no legal right to challenge it—even though studies show wireless radiation can be a major contributor to the chronic disease crisis.”
RF Safe emphasizes that the chronic disease crisis in America—rising autism, ADHD, neurological disorders, fertility issues, and cancers—cannot be effectively addressed unless we repeal Section 704 and begin regulating wireless emissions the same way we regulate other toxic environmental pollutants.
A Law That Silences Health Concerns
Originally signed by President Bill Clinton, Section 704 explicitly forbids state and local governments from rejecting cell towers on health or environmental grounds, effectively removing parents’ and communities’ rights to protect their children. According to RF Safe, this law has:
✅ Violated Americans’ First Amendment rights by making it illegal to even raise health concerns about RF radiation in public forums.
✅ Usurped Tenth Amendment powers by preventing local and state governments from enforcing their own safety regulations.
✅ Frozen outdated FCC guidelines from 1996—guidelines that scientific evidence and a 2021 federal court ruling have already deemed obsolete.
“For over 25 years, RF Safe has been fighting against the dangers of unchecked wireless radiation exposure,” said Katie Webb, a representative of RF Safe. “Section 704 has been a weapon against public health, ensuring that no matter what the science says, telecom expansion continues without accountability. We call on President Trump to restore our freedoms by repealing this unconstitutional law.”
Why Repealing Section 704 is Critical
1. Constitutional Violations

A Call to President Trump: #TrumpRepeal704
RF Safe calls on President Trump to take immediate action to:
- Issue an Executive Order repealing Section 704, restoring the right of local governments to regulate wireless radiation exposure.
- Overhaul Outdated FCC Guidelines by mandating a new review of RF safety standards that includes non-thermal biological effects.
- Mandate Safe Technology Innovations (such as LiFi, space-based broadband, and directional antenna technology) to replace harmful ground-level emissions.
